Great, QuestionPro did the trick. Now I guess I better explain it all.
The key part of my dissertation is the constraints on the remilitarisation of Japan from the perspective of the individual. I am already quite convinced that I may pursue this in my Masters dissertation... At the moment, this is one of three levels of analysis.
My original plan was a homemade questionnaire that would go on my uni webspace... but the formmail options were a little crap. So, then I tried to use FreeOnlineSurveys.com. I spent about a week getting all the parts properly translated and up, then when I thought it was done I had Keiko check it out... The character encoding was out of whack; what's more it wasn't just on Japanese computers but IE. It appears my character encoding selection extension had stopped this being a problem for my Firefox.
So I found QuestionPro on Monday; it's a great tool but not really free. Luckily they will host validated academic surveys with a license for 6 months. That's great! If I need more than 6 months then I'm never going to hand it in. So, I've made my survey and all I need to do now is polish it up and get it going. Score!
